Councilor RJ is the first ever engineer to be elected as a councilor in Calaca. He asserts himself as a decisive and a highly efficient public servant like his constituents. From his first term being a councilor in 2013 to 2016, he heads on the Committee on Housing and Land Use. Committee on Engineering, Public Works, Public Utilities and Facilities.

He authored Resolution no. 14-43 – Resolution Ordinance approving and adopting the Comprehensive Land and water Use Plan(CLUP) of the Municipality of Calaca, Batangas.Resolution No. 14-44 – An ordinance adopting Zoning Regulations for the Municipality of Calaca, Province of Batangas and providing for the administration, enforcement, amendment thereof and for the repeal of all ordinances in conflict therewith.And now as a City Councilor, he heads the Committee on Ways, Means and Revenues, Committee on Engineering, Public Works, Public Utilities and Facilities.

He authored Resolution No. 30 – An ordinance approving the Code of Classification Appraisal and Assessment of Real Property of the City of Calaca, Batangas. Resolution No. 31 – An Ordinance Approving the Revenue Code of the City of Calaca, Batangas. Among the many other ordinances in helping the improve the conditions of all Calacazens.
