1.   Registration of Birth, Marriage and Death Certificate

Republic Act 3753 mandates that acts, events, legal instruments and court orders/decrees concerning the civil status of persons shall be recorded in the Civil Registry Office. The Vital events are registration of birth, death and marriage. It must be registered within 30 days from occurrence and beyond that period are considered delayed registration already that require sets of needed documentary evidences.

Any person during his/her lifetime may seek for the registration of his/her Certificate of Live Birth/ Certificate of Marriage and Certificate of Death of his/her deceased relative. Following the legal maxim "the place of occurrence is the place of registration" Any person born, married and died within the territories jurisdiction of the City of Calaca  should be registered before the City Civil Registry Office of the City of Calaca, Batangas.

2.   Issuance of PSA Copy of Birth, Marriage and Death Certificate and Certificate of No Marriage (CENOMAR) Documents

The BREQS is a scheme where PSA authorizes the City Civil Registry Office (CCRO) to receive requests for PSA-issued copies and certifications of civil registry documents from the public and issue the documents to its clientele. The actual processing of the requests is done by the Serbilis Outlet in PSA Regional Office in Lipa City, assigned to service the authorized Local Civil Registry Office of the City of Calaca, Batangas (also known as the BREQS User).  By filing their applications right at the CCRO, clientele need not travel to a distant Serbilis Outlet thereby saving them time, effort and money.  CCRO expand its services to clients by offering new services like CENOMAR and is no longer limited to serving its constituents only - even those coming from outside the locality can now entertained.

5.Registration of Court Order (CO) / Decrees and Request of Annotated Record

Court decisions on matters of adoption, annulment of marriage, correction of nationality or year in the date of birth in the birth certificate of a person need to be registered at the City Civil Registry Office where these events took place.  Like other civil registry documents, court decrees concerning the status of a person shall be registered in the civil registrar’s office where the court is functioning, within ten (10) days after the decree/order has become final.

Legitimation is a remedy by means of which those who in fact were not born in wedlock and should, therefore, be considered illegitimate, are, by fiction, considered legitimate, it being supposed that they were born when their parents were already validly married.

Republic Act 9255 is an act allowing Illegitimate Children to use the surname of their father.

Illegitimate children born from August 3, 1988 to March 18, 2004 who want to use the surname of their father, need to undergo judicial proceedings.

9. Issuance of Marriage License

The City Civil Registrar concerned shall enter all applications for marriage license filed with him in a registry book strictly in the order in which the same are received. When the license is issued, the same shall be valid in any part of the Philippines for a period of one hundred twenty (120) days from the date of issue, and shall be deemed automatically cancelled at the expiration of said period if the contracting parties have not made use of it.
