The Liga ng mga Barangay sa Pilipinas (League of Barangays in the Philippines) and the Asosasyon ng mga Kapitan ng Barangay (Association of Barangay Captain) or ABC are formal organizations of all the barangays in the Philippines. Presently, almost 42,000 barangays are part of this organization, making it the association of Philippines local government units with the largest membership. Each barangay is represented in the League by their Punong Barangay (Barangay Chairman/Head/Captain). In case of his absence or incapacity, a sanggunian member of the barangay shall be its represenatative after being elected for this purpose by its members.

To represent the interests and aspirations of Calaca’s forty (40) barangays and enhance their capability to effectively govern and manage public affairs through the exchange of information, human resource development, and technical services.
List of Services and Programs
- Assist member barangays in the formulation of resolutions, ordinances, request letters, certifications, clearances, and other barangay documents.
- Coordinates with other Department/Agencies for Barangay Concerns.
- Dissemination of information to the 40 Punong Barangay whenever necessary.
- Assist monthly session of the 40 Punong Barangay.
Hon. Generoso Garcia

Biography
Association of Barangay Captains (ABC) President Hon. Generoso “Gener” D. Garcia’s experience as barangay leader started in 2013 when he was elected as Barangay Captain of Sinisian. His dedication to his job and his governance have earned him the trust of his constituents both in the barangay and in the Association. In 2021, Bgy. Sinisian was awarded the Seal of Good Local Governance for Barangay by the Department of the Interior and Local Government (DILG). Bgy. Sinisian was given said recognition under ABC President Gener’s leadership. It was a remarkable feat because only eight (8) barangays in the Province of Batangas were able to effectively meet the parameters like Disaster Preparedness, Safety, Peace, and Order, and Financial Administration and Stability among others. Being the ABC President now, he vows to be as present as possible so he can involve all the barangay officials in achieving the goals of the City Government of Calaca.
