In consistence with the provisions of the Administrative Code of 1987 and RA 7160 (Local Government Code), the DSWD is hereby mandated to provide assistance to local government units (LGUs), non-government organizations (NGOs), other members of civil society in effectively implementing programs, projects, and services that will alleviate poverty and empower disadvantaged individuals, families and communities for an improved quality of life.

 

It is, therefore, the role of the City Social Welfare Office (CSWDO) to directly implement the programs and services concerning the welfare of its constituents under the guidelines, supervision, and monitoring of DSWD. CSWDO must work in line with the mission vision and objectives of DSWD and the Executive and Legislative Agenda of the Local Executive.

List of Services and Programs

Child and Youth Welfare Program

  • Refers to the full range of health, nutrition, early education and social services development programs that provide for the basic holistic needs of young children from 0 to age 4, and to promote their optimum growth and development.
  • Refers to provision of interventions and opportunities to prevent CICL from entering the Juvenile Justice System and direct their activities to more gainful and productive ones to enable them to acquire social behaviour
  • Refers to categories of children such as those but not limited to abandoned, neglected, orphaned, street children victims of abuses, exploitations, trafficking and child labours as well as those child in conflict with the law, child witnesses, and child victim of armed.

  • Refers to the provisions of food assistance (hot meals) to moderately and severely underweight pre-school children of families whose monthly income is below the food threshold to improve their nutritional status to prevent any permanent physical and mental retardation.

  • Shall serve as an avenue in the delivery of services/activities in the implementation of drug abuse prevention programs for out of school youth and street children.

  • Provision of educational assistance to the poor, deserving and qualified incoming college students from Calaca.

  • Refers to the provision of opportunities for needy out-of-school/youth (OSY) and Out of School Child Youth (OSCY).

  • Refers to the provision of appropriate parental care, whether temporary or permanent, to orphaned,abandoned, abused and those with special needs through various interventions such as adoption, foster care and legal programs are under the management and supervision of the Department of Social Welfare and Development Office Regional Office (Region IV-A)

Biography

Mrs. Maharani Babasa is a Registered Social Worker who has been a public servant for more than twenty years. She leads the City Social Welfare and Development Office for 18 years and counting.She has a master’s degree in Public Administration and was acknowledged as an Outstanding Municipal Social Welfare and Development Officer by the Association of Local Social Welfare and Development Officers of the Philippines Incorporated (ALSWDOP) in 2017. In the same year, MSWDO was recognized as a “Fully-Functional Local Social Welfare and Development Office.”
